Rebooting Cards

Cards need to be rebooted in case of FPGA upgrades or when alarms are not reported properly on the card.

Cold Reboot: Cold reboot disrupts traffic on the card for the period while the card is rebooting.
Warm Reboot: The traffic through the card is not affected during warm reboot.
